从句子结构分析来看，newcomers后面肯定是逗号的，因为during引导的并非是一个完整的句子，只是during引导的状语从句中还包含了一个定语从句用来修饰continent。

既然during引导的只是一个时间状语从句，那么如果Native Americans作为newcomers的同位语的话，划线部分及其后面未划线部分都成为that引导的定语从句的一部分，整个句子就没有主语了，根本就无法成为一个完整的句子。因此，Native Americans在这里是主句的主语，不会造成修饰歧义的问题。
