OK, first of all, I believe, logic wise, Zenger scored much higher in GMAT than you did.
On my way to school today, I was thinking this thread, and I do want to clarify something for LZ.
1, The admission letter may indeed come from Graduate Admission Office in NYU, but this cannot justify your words which highlighted above. NYU may happen to be a maverick; however for the common practice in other schools, it is not the case. In universities, every school is relatively independent from each other, and every school performs admission process independently with its own criteria. After each school makes its decision, the admission committee at this school would recommend students to the graduate school (graduate admission office more precisely), and the graduate school would wipe things up. Graduate school or graduate admission office might control some standards such as official GMAT/TOEFL, transcripts, but it won't make decision for individual schools and it is almost impossible for graduate school to apply a uniform admission stand to decide candidates for schools. I have never heard any case in which graduate admission office overturned the recommendations from individual schools, although a lot of guys do worry about this.
2, The diploma may only bear the name of laceName w:st="on">New YorklaceName> laceType w:st="on">UniversitylaceType>. This cannot be used to mix SPCS with other schools in NYU.
3, Regarding the education fact of SPCS, ball2003 has given a clear explanation.
