I personally think it is ok.  'They had' would be understood.  That is why this is not one of the choices.

personally,两题不同在于：第二句有一个with的伴随状况，所以它不存在动词的省略问题，而是省略的整个句子。。。。。。with supplies for any previous campaign,是两个不同状况的比较。

看了讨论又觉得不可省略了．原因：比较的时态不同不可省略．否则补足后就变成了一样的时态　　例：

I forgot to say that I read, for certain, from NN that what you said is true.  We can only omit when subject and verb are the same and in the same tense.
