在州跟州之间建医院就是一种浪费，仅由一个原因：设施重复应该避免。only because表示仅有一个原因，if only because 表示可能有多个原因，但是仅因为说的这个理由，就足够使 ...
另一个角度看原题：on the basis of something，表示 something已经发生了，本意就变成：建立医院成功改善设施重复 - 错。e 选项表达 设施重复应该避免，但是建立医院就是设施重复，所以是资源浪费。
