不知道大家有没有看过一道og的关于时态的解释,from----to---表示在过去的具体一段时间发生,用过去式....

20、有两个地方在提示，一是two decades，另外一个是未划线部分stringent rationing and planned distribution [have allowed ]....，这是强烈的提示，因为本身ALTHOUGH从句的动作和主句的动作就是关联的。OG里的那道题说的好象是from 1978 to 1984，这是明显的过去时，因为没有表示到现在仍然的意味。
