我想原句的意思应该是四个拥有汽车的人当中，三个人也同时拥有自行车，所以虽然Ｃ使用的被动语态，但是道理上更说得过去啊？

虽然从去掉“ they”的角度上看，B选项要比其他选项好，可是B选项本身也还是不够通顺，我并没有看到B选项中有“it”??而且我觉得其实原句好像应该是had been anticipated

bobee, per you reply. I would say: "it" is a typo of mine.
choice B can be reverted to its original form:" than (people) had anticipated".

60。it 指代goal，如果是that 的话，它可是指代前面的goal的内容了，所以模糊

到底是说三个人有三辆车，还是三个人每人有三辆车呢

note:复数一般不能对应复数
