我的问题是D,E选项中的they会不会有指代上的歧异,因为前面有changes和taxpayers两个复数?
为什么没有歧异呢?指代到底有什么规律呢?不是就看他前面的复数吗??

意思明确就是最好的。这句读的时候they会有歧义么?
我觉得做题时辩证法是我们需要好好掌握的:)
confront后面的 changes 是confront的宾语
E中的them就是指代 changes.
而D中they 是指代全句主语的taxpayers
指代问题:代词优先指代主句主语。
