Tuck interview is not invitation only. That is before you submit your online application you can initiate an on campus interview. But if you do not arrange on campus interview berfore you submit your online application, the ADCOM may send you interview invitation if they deem you as deserve one.
However I have no idea what the percentage is for such invited interview.
