At a recent session表过去的一个时间点，故只能在B, D选，D用了need的名词形式，应用动词形式意思表达更清楚，准确。B is best.
常考的一般现在时的三种用法：
1. 表示客观事实：Aristotle said that the Earth rotates the Sun.
2. 政府的决策行为：French government decided that Paris needs....
3. 科研成果，统计资料。
决定的事情，是发生在做决定这个时间之后，所以decide是过去时，that后用现在时是可以的，又如：
She has decided that she will be a doctor.前面是现在完成时，后面就用了将来时。

回楼上的，我觉得你觉得例子是完成式，和纯过去式是有区别的。
完成式有强调对现在的影响，后面是可以用一般现在时。
