那D也是一个是problem一个是resources啊？怎么解释呢？

Just understand the meaning of the sentence.

"Problems in the management of water and other resources" , water and resource are paralling.

"Problems of water and other resource management", "problems of water" and"other resource management" are paralling.

a和b很明显错了，因为resource包括water,所以不平衡。d是water和other resource management不平衡。e里的problem包括water,好像没逻辑关系。所以c是最好的，a problem in .....比较合适，今天我的一个外国同学在回答老师问题时，她也说problems in ....

是不是因为D用了resource，而C用了复数形式resources呢？

resource在这里应该按可数名词来用吧？
