对于that从句的时态用现在时我觉得可以理解。

1、如果that从句修饰phosphates，那就如30楼所说，是一个客观情况的描述，无论哪个时间点都是允许排放的，所以用现在时。

2、如果that从句修饰the amount，那么肯定不可能是reduced协议之前的倾倒量（had been allowed说明是在1972前)，只可能是reduced1972以后的amount，所以用过去完成时肯定不对。

我的问题是，在D中，如果that从句是修饰amount或者phosphates的话，那主句用过去时，从句用现在时没有问题吗？

如果把that从句的内容理解成法律条文，客观事实用一般时的话，那主句也应该用一般现在时啊。

看到前面有讨论说that从句是agreement的同位语从句，但是这样的话好像读不通。

"reduced the phosphate amount that municipalities had been dumping" implies that the 1972 agreement changed the amount that was already dumped (in the past).

"reduced the amount of phosphates that municipalities are allowed to dump" implies that the agreement changed the rules for dumping; that is, before 1972, municipalities could dump as much as they wanted into the lake, but after 1972, they were only allowed to dump some certain amount.  

结合小黑猫同学的解释：

还是说reduced用一般过去（强调1972年这个动作，即规定有所改变），而be+allow用一般现在时，法律条文中表示的“一种状态”并不是强调某个时间的动作。

个人觉得A、D语法上都没有问题，表达的意思是不一样的。而GMAC想要表达D这个意思，所以他就按照这个解释了。

呵呵，我想说的就是：

1.此处不属于我们常说的法律条文，政府决策，研究报告使用一般现在时态的情况，请注意以上原则只适用于介绍条文决策内容的时候，如：

A study showed that ...do....            The government decided that... do...

而此处只是强调协议的影响，希望大家千万不要混淆。可参阅OG91

2.此题考的是从句时态和主句时态的关系，请记住，从句具有独立性，并不都受主句时态的约束，关键是看从句时态中的动作是否强调和主句的先后顺序。

此题很典型，考的是定从强调修饰词客观属性，和主句不存在强调动作上的先后，故选择一般现在时态，这种题目在GMAT中屡次出现，希望通过以下的2个例题让大家彻底解决这种题的疑惑
                    

OG11-91.

The Senate approved immigration legislation that would grant permanent residency to millions of aliens currently residing here and if employers hired illeqal aliens they would be penalized.

A 1972 agreement reduced the amount of       (phosphates that municipalities had been allowed to dump into the Great Lakes.)

为什么用过去时不用完成时？ 因为，1972年一个Agreement 减少了amount （没说to zero吧！）, reduce 说明量减少了，但是仍然在dump。因为这样的逻辑关系，用过去完成时表示“过去的过去，在过去已经结束”显然逻辑上矛盾，因此用一般现在时，表示现在仍然在dump.

我觉得也许句子应该这样理解:

1.agreement reduced the amount of phosphates 这是本句的主要意思，即过去的一个协议减少了P的量，什么样的P呢？

2.phosphates that are allowed to dump  一种被允许倒入湖中的P（因为有些物质是不能被倒进湖里的，而这个P是可以的，无论过去还是现在），只是说明P这个物质可以被倒掉，所以用现在时

那么整句话的意思是：1972年的一个协议减少（这里用过去时）了（可以被倒入湖中的）P物质的倾倒量
