Clearly, B is better. In A, "both" means 2 people, and "the other" means people other then these 2 guys. However, there are only 2 people here (contractor and engineer) so the A sounds not so good.

如果选A，both blame the other， the other 可能指contrator 和 engineer 以外的第三者，这样与原文意思——两者互相责备相违背。
