请教一道题目

这是OG2022一道题，这道题的C答案我知道因为make不应该用第三人称单数被排除。
但答案解析里还提到最后that makes the electricity the generate…这句里的they指代错误，在语法上来说应该指代fixed costs而不是nuclear plants，我不太懂为什么，求大佬解答！

Please ALWAYS remember, the GMAT tests 90% logical meaning and 10% mechanics (grammar), so always emphasize on meaning over grammar, as is the case with this question. If your foundation is try to POE base on grammar, you will not improve on SC.

C contains a severe meaning distortion, because "even though" is used to introduce 2 contrasting effects (a good and a bad). Consider below examples:

- even though smoking hurts your lung, it makes you happy.
- even though the student never particiates in class, he always score top.

Now consider below examples (and they are clearly illogical):
- even though smoking hurts your lung, it causes cancer.
- even though the student never participates in class, he doesn't do well in the exam.

Do you recognize the problem here? the correct usage of even though should be :"even though (xxxx is bad), (xxxx has some good effects)", or "even though (xxxx is good), (xxxx has some bad effects). We can never have "even though (xxxx has bad effect A), (xxxx has bad effect B).
