答案：E

有两个问题：

1）什么时候用as much as和as many as？

比如像这种percent+可数名词，是用as much as形容percent，还是用as much as形容hours？

2）E选项的do是否可以省略？如果是为了避免歧义不能省略的话，do代表的是to fly的话为什么不是permitting pilots of small turboprop aircraft at small carriers to fly as many as 20 percent more hours per month than pilots at larger airlines to do？

我觉得比较结构还是要分辨比较对象是谁
比较对象是两个人或物，还是两件事
这里的比较对象是两件事 pilot to fly，所以结构应该补充完整

啊 我简化了一下句子你看一下 是不是意思是说 than 比的是 fly more hours than pilots fly 因为那个to 是permit to ？如果E改成to do 那的意思就是那个long standing exemption 也permit 了large carrier‘s pilot 了 但显然语意是这是针对小飞行器的pilots的exemption 比的不是这个exemption permit的区别 而是 fly的区别？

以及 我知道那个many 和 much 咋选了 就是（20% more ）其实是hours 的modifier 所以应该按照hours选

第一个问题：as much as 和as many as 主要修饰的是后面的hours， percent ➕可数名词主要修饰的是hours ，所以不要去考虑hours 前面的修饰词，其次hours是可数名词 所以用many 修饰
第二个问题 ：do一定不可以省略 ，仔细读和理解你会发现是在比较两个动作，如果do去掉 前面是一种动作后面是在说一种事 ，比较内容不对等。选项最优选择，其他选项都有明显错误，所以只能选E
