原句的格式应为 Because of sth (which is) required of sb to do.
sth is required of sb to do等于sb require sth to do

this sentence refers to the useage of require as follow:
       sth be required of sb to do sth
agree with zhouhuaichen.
the examples :
       this book is required of me to prepare for the test.
       a decent gmat score is required of every gmater to be enrolled in the b-school.
the first clause of this sentence can be changed as follow:
       (because) the enormous research and development expenditures (are) required of firms to survive in the electronics industry,...........................
       we just remember the useage of require,and then can resolve this question easily.
