我知道答案a 的eventually promoting是错的。但是有人还质疑答案a句意错了：
Quota with no commitment -- it is not quota without commitment but the position is with no commitment.       这里with修饰quota。

如果with 修饰前面整句话就没错误了。

这里with修饰哪个是有歧义吗？

C选项里，and后面的部分是修饰前面 law firm’s offer of a position 这个行为的 。再讲得细一点，【it was meant 】merely to fill an affirmative action quota and 【did not reflect】 a commitment to minority hiring and eventual promotion. 由于有了and，两个方括号【】里面的谓语是平行的. 都是指向 law firm’s offer of a position 这个行为的

如果在quota后面加with，那with后面的部分当然是修饰quota了。具体说，no commitment to minority hiring and eventually promotion(这里把promoting改正成promotion) 这部分去修饰配额quota了，而不是offer of a position 这个行为。

no就算去掉了，with这个介词放在这里也还是有点别扭啊

with后面的内容，一般是用来补充with前面那个词的，或者说，with这个介词一般是充当它前面的单词，与它后面内容之间的桥梁

这个句子要表达的，是针对law firm’s offer of a position这个行为啊，所以要设法让minority hiring and eventual promotion 去指向law firm’s offer of a position，而不是指向quota这个名词

你回头多找点有with的句子，多读几遍感觉下
