同意3楼的,应该选A.其他选项明显有很大问题。除了3楼给出的理由，我在补充几个。D中的coal being的being不是多余吗？C中的had been错，没有时态标志不能用过去完成。B很明显的用once缺谓语。

把A,E代回原句比较，会发现E选项的逻辑清悉明确，强调当运河/铁路扩展后，coal可以提供给不同的产业。相较之下，A选项的逻辑反而不流畅
