请教比较结构中it和that的区别

个人能够理解，在比较结构中，it原封不动地指代前文出现的名词，that则仅复制前文出现的核心词
但当前文出现的名词没有修饰成分的时候，请问比较结构中的it和that是否等价呢？

如本题C选项，把it替换为level之后，就变成了level higher than level was；从还原的结果看，和使用“that was”的效果相同

那么，选项C如果不考虑虚拟语气的问题，可不可以接受？
