What i heard is that you are qualified to waive your T if you have got a degree from the country where English is the official language, such as US, UK, Australia, and New Zealand, or you are US permanent resident. Otherwise you have to have T score. My suggestion: get yourself well prepared for T, and retake it. Hope it helps.
