求问一道语法题，关于比较

答案是E，但是C为什么错呢？
刘振民的书说C的that指wind resistance，我不能接受这个解释。我认为C和E的that都指的是a fuel penalty

顺便再问一下这题B为什么不对呢？

C选项首先前面的as great as or greater than 没有at least as great as简洁。然后 fuel penalty of using air conditioning 指的是 使用空调的汽油损耗，而fuel penalty incurred by using air conditioning指的是 由于使用空调而产生的汽油损耗，这个点比较细节，楼主可以仔细体会一下区别，好像中文翻译的也不是很清楚。

综上所述，选E

你的理解是对的。错误的原因不在于that指代的内容。
比较CE，把that换成money， incurred换成spent， 你再比较下
C的错误在于表达方式的问题。
C as great as or greater than that of using air conditioning
money of using sth?

E at least as great as that incurred by using air conditioning
money spent on sth?

B选项that指代energy吗？这个错误的点跟上面那个题很像，energy of West Germany's expenditure 这个说法就很奇怪啊

在B选项中，你其实找不到that的指代对象。因为West Germany's expenditure就把意思表达完整了。that在这里很多余。
(B) as much as twice that of West Germany's expenditure
这道题twice的位置其实不怎么好，一般都是twice as much as ....
