请问than后面的 pilots at larger airlines (to) do 的这个to是可以省略的吗？

pilots at larger airlines (to) do这里没有to的问题。就应该是pilots at larger airlines do。不应该有to
前面small carriers to fly的to是因为permit的用法
比如Exampetions permit Linda to fly as many hours as Peter does. 正确。
Regulations allow Judith to fly as many hours as Alan to do. 错。
Laws prevent Jason from flying as many hours as Charlie does. 对
第二个as后面的结构跟第一个as前面的没有关系。
