正确答案是D，我选了E。
看过解答之后有一个疑问。我当时选E是因为觉得plans 和 to do这个结构里面插了一个wednseday，所以我觉得D里面的to do 不是plan to do 结构里的，也可以是announce这个动词的目的状语，这样逻辑就不通顺了，但是E用了从句，不存在这个问题，虽然表达更复杂了。有人可以解答一下我这个疑问吗？

E选项：plans are to cut...变成了plan 去cut debt
D项的to cut 不是plan to do, 而是做announced 的目的状语，这样的话主语是人。
