[SC悬赏令] 很多解释:介词+名词;一些v+n,再强调后面名词,而不是那句话,如何理解呀!求大神

e选项state的宾语变为了debacle,但逻辑上应该是“声明一件事(此灾难不是Smith的错)”,而不是“声明一个东西(灾难)”。
求大神解释

请问B选项这个 comma的用法有人能解释一下吗
GMATClub上说是comma可以用来set off a modifier
但是好像第一次见到这么用
