个人见解，比较的两方是未来的时速限制和现在的时速限制，当比较的两方时间点不同时，表示时态的词不能省略。所以这题比较的是drivers will be likely to exceed 未来的时速限制 和 drivers are (likely to exceed)现在的时速限制。

但是平行不会讲究时态一致吗？

我上课时,老师说: 看平行时, 时态是否是一致的, 要看语义的合理性....
例: I eat more today than yesterday-> I eat more today than I did yesterday
