to表示means的目的，一般目的都用to来表达，且to动作的发出者是reformers我们知道了reformers想要 reform prisoners。

是谁想prisoner reform呢？
我们只知道reformers提出了具体手段是solitary confinement and hard labor。
因为prisoner自己也能提出prisoner reform。
所以到底是reformers还是prisoner想prisoner reform，我们不知道。
所以意思含糊不清。
