我觉得是as much as。因为twice还有一个用法是后面可以加名词，也就是说它不一定都是前后平行。
不知道对不对～

可以这么理解
1. twice 前后的比较对象一定是要能比较的对等对象，这题里面省略了 is twice (the total amount of pollutant) emitted annually, 可以理解为是一个平行结构，但是大部分的比较结构其实都不是那么平行，重点看语义
2.twice后面直接 number amount, twice as much/many as后面接具体的名词，比如apple
