原因是B选项it is estimated that是一个优选结构 而且后面用的will 但是这个选项中关于cost to sb. of meeting这个结构实在是不敢恭维

既然没有cost to do 是一个错误的用法 勉强选B

还有一点是by the end of decade 感觉上要用的是将来时

B 是正确的。
  It is estimated that by the end of the decade the cost to the United States petroleum industry of meeting environmental regulations will be ten percent of the price per barrel of refined petroleum.

cost to do 是错的表示cost后不能跟不定式，这里的to是介词，和of都是进一步修饰、解释cost的，位置可以互换，即 the cost to the United States petroleum industry of meeting environmental regulations 和 the cost of meeting environmental regulations to the United States petroleum industry 是一个意思

意思是满足环保政策对美国石油工业造成的代价
