想问一下为什么不可以选C，以及类似的比较到底什么情况下是比较状语 什么情况下是比较动词呢？

A选项：在两者之间我们说“between A and B”；不能用among。
并且，as身后是“they have”，为“they have done sth”的省略，但as前面并没有完成时，即“have”出现，所以，as 后面出现完成时形式的省略是错误的。

B选项：使用among的错误同A。
in the United States放在arrangements之后，作定语，意为“在美国的、中学和工作间的 联系”；as之后的they也就指代了“在美国的联系”。但我们不能说“在美国的联系在别的国家发展”，应该是说“联系在美国发展 vs 联系在别的国家发展”，即做evolved的状语才合理。

C选项：as身后直接为“in the most other developed countries”这一状语，说明省略了主句部分，但前面的主句部分直接copy过来就成了“Linking arrangements between secondary schools and the workplace never evolved in the most other developed countries”。其字面意思为“学校和工作的联系在其他发达国家也从未发展”。但合理的意思应该是在美国没发展，但在别的国家发展了。

D选项：in the US做“联系”的定语错误同B；they have错误同A。

E选项：正确。they did为“they evolved”的省略，they指代“linking arrangements between secondary schools and the workplace ”。
they 怎么能指代doing呢。。。。

Linking应该是arrangements的定语吧 they是指代arrangements

是，C的语义与原文并道而驰，原文的意思神圣不可侵犯，除非有明显的破绽。linking arrangements应该是复合名词

还有这不是比较状语还是比较动词的问题，单看C E两句话都对。所以要和原文去对比。
