D is "server life-size fiberglass cow statues,..., then", not "they"

so, the subject changes from Swiss government in C to fiberglass cow statues in D, and the answer looks more accurate than C,

because of "A were commissioned by ...., decorated by ..., and then set them up on .....".

in C, "the Swiss government ......, had them decorated by ... , and set them up on ...". It is a little bit a weird. ==> open to discuss.

同問, 因為白勇語法第五章第15題的講解裡面提到介詞+分詞短語在句首必須判斷邏輯主語; 或者將分詞改為名詞短語也可迴避邏輯主語的問題, 那意思是說無法用in attempt to 來判斷主語嗎?
