17题E，记得ron视频里面好像也提过一句这样修饰不对，但是看了笔记好像找不到，有没有小伙伴能够解答一下~谢谢

17题~Environmental is always an adjective, and in this case pending is an adjective as well. Both of the adjectives are modifying legislation, so there is no ambiguity. If you were to look at the reason given by the OG, it would probably say that E was unnecessarily wordy.

Put another way, if you take answer D and remove legislation, the sentence no longer makes sense:
"Since the last election, the lobbying effort initiated by environmental organizations, homeowners, and small business owners has increased awareness of pending environmental."

但是我好像有一点思路，不知道对不对希望nn们能解决一下~就是legislation that is still pending 是定语从句的修饰，不属于句子的主干部分，that is still pending 拿掉以后 和D比 D 的pending是保留在句子主干里面的，而E的就缺失了这个核心的意思（语文不是很好可能说的不太准确）

16题，问题并不处在加粗部分，而是后面的was or has, 句首是since，应该用has呀
17题，pending修饰什么呢？修饰的是environmental legislation？还是awareness? 应该是修饰environmental legislation才对呀
