7.     A certain retailer promotes merchandise by using the following policy:

答案是D，请教大家，A和B该怎么排除？

以前也讨论过，D确实没有问题，可是A、B为什么不对呢?

a的话，在该月即使存在holiday,还是有可能实行manager sales,

b的话，如果holiday sales没有被实行，并非一定是八月，也有可能是其他月份。

觉得楼主充分和必要没有搞清楚
