what is compared here is the amount. a number as a whole is used as a single.
The meaning here is :
An amount that is  45% fewer than that of country A.

觉得应该用fewer than，因为是比较tons；
而than后面应该是those,因为是produces
不知道有没有更好的解释？


The answer is A, if there is no better choice.
grain produces 包括一堆谷物产量。复形produces有复念，不可数。 所以比较的时候用less than, 指代的时候用those
A中的those不可能指代tons
