E 的意思变成last 一些homes had been built by earlier settlers。 也就是这些早期居民在去年建的房屋，这显然是不对的。B 的last year 修饰火灾

last year 放句首修饰整个句子主干，语义变为built发生在last year
而实际上，应该是fire发生在last year
