对于一道关于whether的题目的小疑惑

我对这个altogether的修饰有点不解，一开始看到B我以为，它说的是「Whether they scale back their orders to pre-2003 levels」和「whether they discontinue their business」这两件事「altogether」都是由XXX决定。但是B是用or连接的，如果是这个意思的话，应该用and连接；谓语也应该是depend而不是depends；且B最后的if也奇奇怪怪的。

所以最后虽然我还是选了A，但是A里的altogether修饰的啥呀？
