关于分号用法的疑惑

疑惑：不是说分号隔开的必须是两个independent clause吗？但是这句话，分号前的只是一个状语从句呀，那只能算是一个modifier，怎么能独立成句用分号隔开呢？这里为什么不用逗号呢？
