OG19新题疑问

下面这道新题答案是B，但是作为一般语法点suggest to sb that是可以的吗，suggest难道不是及物动词吗？真这样按照老套路考试的时候可能直接排除啊，有没有好心人总结一下到底suggest怎么用？

只敢说按个人理解讲一下我的理解
句意上强调的应该是某chairman所suggest的重点是（that后面）the central bank would not lower interest rates in the near future这整件事情的内容，而A中的语义是仅仅suggest了the central bank（后面是怎么怎么样的），suggest对象的重点不同。感受meaning~

我自己想明白了,实际上是suggest sth. to sb. 的用法, that引导的宾语从句太长所以和to sb.倒装。OG19有些新题明显在破原来的套路，包括以前manhattan明确写的 (number) times more adj. than 的错误用法现在在标准答案里也在使用，看来做题判断优先级要调整，先看语义然后看符合语义的项有没有致命伤，没有的话就直接选，按照老套路直接排除法看样子有风险。

个人看法 不需要考虑suggest的用法
先排除C which先行词是economy 不符合句意 应该是chairman所在主句 suggest
DE with在句尾应该是对chairman的侧面补充说明 偏向于状态 而不是suggestion
AB的差别在于 is not lowering 和  would not lower  未划线部分动词是 painted  时态应该一致

嗯，很有道理，确实考试的时候在有限的时间内只能通过这个方法得到正确答案，其实就是现在得在优先去理解句意，先排除句意不对的选项后再去判断，往往以前省时间看到一些以为是关键点就立刻排除的做法现在不可取，包括which甚至that引导的定语从句的被修饰语就近原则在OG当中已经有至少3道标准答案都是跳跃修饰的情况了。

真的，你说的(number) times more adj. than这道题我就做错了，按照曼哈顿的老套路就选不出来答案，纠结了半天还是错的

想问一下，C中的which可不可以是跳跃指代，指代picture。如果这样的话，是不是就只能用时态问题排除这个选项？？
