我的看法：
原句结构：PSJD has argued that ... are not ..., (...插入语...), but are simply ...。
由于simply是副词，所以平行结构是are not和are simply，而不是are not 名词 but 名词。
如果but后面省略are，那平行结构是are not 名词 but 副词 名词，语法错误。
