【求助】现在分词做伴随状语的用法和which非限制性定语从句的用法

对Prep上的一道题有些疑惑：

选项D和选项E比较起来，差异有两点：
1、选项D用了both by concern ... and by fears ...，而选项E用了by both concern ... and fears ...。
2、选项D用了forcing伴随状语，选项E用了which forced非限制性定语从句。

我的理解是：
第1点应该没有太大差异，不太影响正误判断。
第二点中，选项D伴随状语的逻辑主语应该是主句的谓语动词，但currency本身不能force the central bank to do xxx；而which从句指代的对象应该是除against介词短语以外紧邻的名词a record low，历史最低点迫使中央银行xxxx，合理。

但正确答案是D，多数解释为which用法错误，which不能指代整个句子。

请问大神们怎么看？

个人理解，这题应该从语义上把握，迫使银行进行干预的原因是货币下跌这件事，是一个整句，且有逻辑上的联系。，+ving的状语成分可以很好修饰前一个整句，并且表达出因果关系，而，+which只修饰前面的n，语义上有点差别

明白了，V+ing应该是做结果状语（而不是伴随），表示主句谓语动词的动作带来的结果，优于which。
