It would certainly make your application more visible if your recommender, presumably a big name, has a connection with the committee member. Different from the posters above, I don't think the language of the letter will become a big issue as long as it's not too flawed. Here I am assuming your dean is not a native speaker of English as well.
However, a big problem may lie in that the committee member might contact your recommender directly. In which case you really need the dean's words to back you up. I suggest you take every chance to impress your dean and make sure he/she backs up you even when approached privately. As what one of the posters suggested, if the dean could reach out to the committee member, it would give you a real boost.
