做对了，对OA没有疑问，但有两个问题请教：① having 1.3 billion people 和 with 1.3 billion people 有和区别？② considered as & considered & considered to be 三者有和区别？请各位牛牛赐教~

有区别，having表示拥有的动作,with表示拥有的状态，GMAT里面having一般都是错的；

consider后面什么都不加，因为就算不加也能表示本来的意思，加了就redundancy，同理whether( or not)
