定语enable a family to move into new housing是rent-to-buy programs的非限定性定语，这点考查了“名词定语的限定性”。在逻辑上，rent-to-buy programs肯定可以分成“能让家庭有能力搬家的”和“不能让家庭有能力搬家的”的两类（先租后买的项目有很多，不一定都是买房子的项目），所以enable应该限定性修饰先行词rent-to-buy programs。

限定性修饰的意思就是要用that从句吗？限定性修饰是说修饰的定语是必不可少的吗？为什么这里一定要用限定性修饰？

我觉得这里C最大的问题是分号相当于一个连词，后面就另起一个新句子了，that当然不可能修饰分号前面的内容。

我觉得限不限定定语从句都不是太大的问题，曼哈顿上说区别是一个是essential modifier（限定），一个是non-essential modifier，就是隔不隔逗号的问题，that修饰前面的名词不隔逗号，而which一定要隔逗号。

我觉得也不用理解这里一定要用限定性修饰，就是它已经用了that，就不能在前面加逗号，更何况它还加了个分号。
