答案是B，对E有问题。
The cost of running nuclear plants is about the same as（ the cost of running ）other types of power plants, but the electricity they generate is made more expensive because of the fixed costs stemming from building nuclear plants.
为什么不可以当作这样的省略呢，而是一定要加for？？这样不是更好吗？

不補出for的話, 會有歧異：變成cost of running nuclear plants (事情） vs  power plants (名詞）

相反的, 如果補出for的話, 看的人就會知道是在比較"運轉核電廠所需成本" 與“運轉其他電廠所需成本“, 是在比較兩件事情

我个人的理解，不太确定，省略的话应该是按照：The cost of running nuclear plants is about the same as（the cost for) other types of power plants. 因为这句话的主语是cost，如果直接按照E这样来的话，就前后不平行了，就相当于拿the cost和other types of power plants 做对比，如果按照你那样理解的话，省略得太多了。。。
