So you are right first of all that for an MBA you lack experience. Normally for an international student such as yourself, I would advise something like 4-5 years experience as a minimum.
For an MSF, there are two types of programs - pre-experience and post-experience. Likely you have enough experience for pre-experience MSF programs, but then that would limit you to finance jobs. An MBA is much broader and would leave more options open.
But first I think you need to decide what your goals are, and when. And think about your positioning.
Do you want to work in the US? In China? Are you sure you want to study now? Or maybe would you prefer later?
etc. etc.
