我自己的理解是这样的：
关于条件状语从句有两类：一种是真是条件句，另一种是非真实条件句
（1）真实的
if he does not hurry up, he will miss the bus.
if he is free, he will ask me to tell stories.
（2）非真实的
If I were you, I would go at once
If there were no air, people would die
    1)和现在事实相反的：if +过去式＋主语＋would/should/might/could
    if I were you, I would take an umbrella
    if I knew his telephone number, I would tell you（事实是我不知道他的电话号码）
    2)        和过去事实相反的：
    if +had done＋主语＋would/should/might/could + have done
    if I had got there earlier, I should have met her.
    3)        和未来事实相反的


而这个题目中所说的“如果他们没有掌控它就会....”是一个和事实相符合的虚拟
因此应该采用if +现在时＋主语＋will+do 的形式
但是由于这句话之前有assumed（过去式）
