请教一个基础知识点 逗号+ing和逗号+with的修饰作用

例子是一个GWD题目：In Greek theology the supreme being was Esaugetu Emissee (Master of Breath), who dwelt in an upper realm

in which the sky was the floor, and who had the power to give and to take away the breath of life.

选A

查了很多解释都提到B的having有就近修饰floor/ sky的嫌疑， D的with也有同样的问题。
但又有说法是having可以修饰前面从句主语的，有点混乱。

请教一下，这种结构 逗号+动词ing以及逗号+with，是怎么用的呢？

这题考的主要是平行，如果你要找正确用法，应该在OA里找使用你说的结构，还是很多的。
