还有别的split吗？

Ensuring one nurse at least to be assigned for every four patient to be put through triage

At least 修饰的是 one nurse ，不是 to be ; to be put thru triage 修饰的是one nurse 不是patient

B错的比较明显所以讨论的比较少吧..
