首先你必須知道 with + N 和 with + N + Ving, Vpp or adj 的差別

with +n 意思是"有 "ex: he is a doctor with a lot of many.
with +N+ ving, vpp or adj 意思是"伴隨著" ex: i rode my bike, with my hair blowing.

這邊的with 是第二種  with N adj ,With corn, soybean, and wheat reserves (being這邊被省掉) so low that  .....
隨著那些作物的存量太低以至於....
