我想问的是，这里的less的部分为什么不是fewer?
我记得高中时学的是: little描述不可数，few描述可数。
在这个句子里，要描述的是rice production，我的语感告诉我是less，但是从可数和不可数来看我选了fewer (当时感觉rice production是可数，因为用了41 million tons描述；难道要理解为不可数么？）

首先，先说一下，这里的tons是单位，而不是什么可数名词。
现在，再看这道题，句意：在1979缺雨水倒是印度的粮食产量降到了41m吨，接近25%少比这些1978年的产量。句子翻译中文看起来怪怪的，但是考试的时候只有这样直接顺着读下来你才能发现语法或逻辑问题，不会自己脑补它的意思。

这句话的逻辑意思是产量与产量的比，也就是production 与 harvest 比。至于41m吨只是个描述，并不是什么要比较的实词。

知道逻辑意思，再看语法方面：less 与 fewer
曼哈顿解释Quantity：
Rule1: Words used for countable things vs Words used for uncountable things. 注意红色部分是 things 也就是实意词，书上举例：hat（s），felling（s）。
Countable modifiers: Many, few, fewer, fewest, number of, numerous

英语的语法中对fewer 和 less 的用法有3中Cases：

1/不可数名词用less
2/可数名词复数用 Fewer
3/ 这种情况比较特殊，有些看上去是复数的名词是用单数verb 的形式的。
当涉及到钱，距离，重量，时间的时候，这些个expressions 都是复数的名词形式但是动词是需要用单数的。

例如：
41 million tons IS equal to 82,000,000,000 pounds.

那你举的例子：41 million tons IS equal to 82,000,000,000 pounds，应该是equals 而不是equal吧？是打错了么？还是我没有完全理解你的解释？
我理解当涉及到钱，距离，重量， 时间的时候，即使名词是复数，动次也要用单数－因为可以当作那个动词修饰的是一个整体

这里的谓语动词是 is equal to 不是 equal to 这两个意思是不一样的

楼主可以去查下字典确认一下

这里是涉及重量的名词，看上去tons 是复数 但是动词是用单数的

又比如 Ten dollars is a good price.
dollars 看上去是复数 但是用的动词是单数的
