我觉得你的思路没错。如果第一题里面有选项是'regulated..., mandating..., requiring...and granting....'也是没错的。
不过，这种说法和正确答案所强调的内容有些不一样。答案里的重点内容是法规的具体细节，就是后面三个分句；而上面这个说法的重点内容是法规规范了骑车行为，后面三个分句是对如何规范的展开。
