根据固定用法，用as likely to....as来判断很容易选出答案E；
但是我不解的是这里的平行问题：
      大家对于E句子平行部分正确的原因的解释，是因为句子进行了部分省略，即：as likely to exceed the proposed speed limit as they are （likely to exceed）the current one.
      那么如果不要they are，就写成  as likely to exceed the propsed speed limit as the current one 对不对？
